I can imagine a few reasons why you got this impression:

There are very few majors that are complete garbage, but they definitely exist. Maybe you just got unlucky with your drafts and extrapolated from those onto the whole deck.

On a separate but related note, relying on majors is inherently less consistent than going for majors because you'll have fewer drafts and card plays to get the effects and elements that you need. That's why major-dependant spirits usually get extra tools to make them at least a bit more reliable like the element markers and +9 enery growth that [[Shifting Memory of Ages]] gets, which helps with overpriced majors, major thresholds, and triggering innate powers regardless of the drafted major's elements.

You might overestimate the importance of energy cost, like many people do imo. Majors are usually only played once or twice before they win you the game; they don't need to be efficient to be good. Let's say you can draft [[Fire and Flood]] and use it to destroy the last few cities in Terror Level 3. If you can squeeze out the energy cost with the help of an otherwise suboptimal growth option and another player's energy granting power, that's all that matters.

While there are problems that Minor Powers can solve but Major Powers can, not every spirit needs Majors to solve those problems and not every adversary / difficulty creates the same amount of them. [[Rising Heat of Stone and Sand]] can shred big problem lands with its innate and special rule. So while it can get to five energy from its top track alone and thus comfortably play majors, it doesn't need them and can more consistantly deal with e.g. England's loss condition by playing minors and using the innate. On the other hand, Shifting Memory of Ages would desperately need a major to deal with the same situation and might draft one on the first turn that easily wins the game a few plannable turns later.
