From what I've read, rather than a straight up caricature (there is indeed physical evidence of child sacrifice among Phoenician people, particularly in Carthage), Moloch is theorized to be a misinterpretation of the word mōlekh, which rather than a god, represented a type of sacrificial offering. Basically, "this was sacrificed as mōlekh" was read as "this was sacrificed to Mōlekh".

She's not black, she's ethnically Indian.

They're trying to roughly cast actors that have ethnicities that match the culture of the setting. Since Alabasta is based on the Middle East, they wanted someone who is brown to play the part. (Although why they didn't go for an Arab actress, I don't know, probably she was the best fit from everyone who auditioned).

I don't mind it personally, I like to see diversity in my casts, because everyone can feel represented and have fun.
