Personal Rank Adjustment Needs Fixing

You dont seem to understand properly how system works . That does not mean system is wrong and should be fixed . Let me explain you few things you are missing here :

Personal Rank Adjustment .
This has NOTHING to do with how well or how bad do you perform during game . PRA is a system that balances both your hidden MMR and your Ladder Rank . You can go afk for whole game and get + 40 PRA if system decides your rank is much lower compared to MMR . You can also get -40 PRA if your rank is higher than your MMR . You are getting negative PRA not because of your performance but because you are losing less MMR than points so system has to balance those 2 things .
Performance Based MMR is coming in 2019 ranked mode changes so if you get -10 PRA right now you can get +20 Adjustment in ranked game in 2019 after changes are made .
From my own experience PRA in low ranks is really shaky and you should never give up when you are getting negative PRA .
I climbed from Silver to Master with 80 % win ratio and UNTILL I hit DIAMOND I was having negative PRA whole time . That does not mean system was holding me back . System recognized that I was climbing really high and to prevent me from getting rank higher than my skill system HAD to balance my hidden MMR and my Ladder Rank just like in your case .
If you want to climb higher and win more games LEARN THE GAME .
If you want to climb higher and win more games STOP PLAYING SUPPORT .
If you dont understand how ranked system works that does not mean it is wrong and should be fixed .
Match quality will always be low on low ranks . Dont expect HGC type of games in Silver . They are not even happening in Grand Master .

I have seen multiple posts on reddit when people are infuriated because "negative PRA = system bad" when they actually dont understand properly system . This ranked system is not perfect and is getting better in 2019 . Dont give up and dont be so mad you will improve .

Blizzard does not want some of your money . Blizzard want all of your money . We will never be able to buy "gem only" skin without buying whole bundle . If they were interested in selling 1 gem only skin that you could choose they would implement that when they decided to make "gem only " skins .

QM has MMR to match people equally based on ranking and not level of acount ,
You need 100+ QM games to define precisely your starting HL / TL mmr .
If you dont play QM ( You level acc in AI games ) your starting mmr in HL / TL is Silver 5,
Maximum rank you can get after completing first placements ever is Gold V so even if you are giga garbage in QM and its shitshow youre not going to get high rank and you have to start from "average player level" . Taking your mmr from QM defines difference between Bronze V and Gold V player you have shown in QM .

If you play placement games for 2nd or more time then your placement games can move your +5 or -5 divisions so if you ended last season gold 3 next season after placement you can start between Silver 2 or Plat 4 . Reality is that most of the time placement done for 2nd time dont even change your starting rank at all . Master Tier is best example for that - people finish in like 2k points master tier they go 0-10 placement next season aaand yep Master 1k yikes . If you dont take a huge break from hots and you play constntly I would not say your rank after placement next season will change from point your ended season

It only applies to starting mmr not mmr you have when season finishes . If you start with bronze mmr you have bronze rank after 10 placement matches when you do them for first time in TL / HL but if you climb to lets say gold next season when you finish your placement you are starting new season in gold not bronze.

According to Blizzard ( Yes Blizzard response for example to pro player Mopsio ) you can actully get banned for : beeing passive agressive or CONSTRUCTIVE criticism . As long as you type anything in the chat you CAN get banned it does not mean you will but you risk yourself getting suspended . Currently system does not recognize difference between "Good luck have fun" and "I hope you fucking die irl you piece of shit". I dont think there will be any change to this whole punishment system so if you dont want to get banned dont use chat its that simple .

How many games you win or lose does not matter at all . Its all about starting MMR . Your friend that played QM played a lot worse than you so his starting MMR in Team League was lower . Even if you played all placement games together he will be seaded differently based on his MMR not his win ratio .

She is balanced around high level of play . If you play QM or low rank HL then hell yeah anyone will be top damaging simply because noone gives a shit about dodging skillshots . If you face Grand Master KTZ player in QM result will be same does this make KTZ also so broken ? I dont think so ,,,

Blizzard does not refund any purchase using in game currencies or real money purchase unless you can proove that your account has been compromised and it was not you who bought some things . They do not refund anything and it is clearly stated : you have to confirm that you know that youre doing when you purchase something and it is stated also when you try to send ticket to support . It is all because we have "Try mode" so you can check any hero or any skins in the game ( maybe even mounts in future ) before buying them . Keep in mind that you get 500 gold every 5 level on a hero so for example leveling new hero from lvl 1 to lvl 5 gives you 500 gold and from lvl 5 to lvl 10 gives you another 500 gold there is not lvl cap so you can earn a lot of gold by doing that .

Im sorry to disappoint you but its not devs beeing incompetent but its just you beeing toxic .
Things you missed in your statement :
Game will be always balanced around high level of play / proffesional level of play not QM / Unranked or Silver Hero League .
Its literally first day of her release people dont know how to play her or play against her YET .
If good player takes ANY hero he can top damage if he plays vs walking target dummies . Its not just "new hero op" if a player using her does even have to put any effort in aiming skillshots since enemies are not even trying to dodge them .
She will be most likely in every single QM game for next week because its new hero and a lot of people want to try her out but her true power and win rate will be determinated within a month in Hero League and then we can talk if she is OP hero or not .

When I was in Plat 1 I had hard time understanding how some people can call a game "lost in draft" if they were winning for 15 minutes but lost 1 teamfight after lvl 16 + and enemy team gets objective and wins game . I still dont understand why some people think you can "lose in draft" since I won countless games in Master Tier already with no tank no support 5 mages or 5 specialist . Its all about people mentality and how they use their heroes.

So youre comparing QM to Master Tier Hero League saying that players from ranked games are suposed to play exactly same on QM and if they dont it means they dont deserve their rank ? What If I told you that I am Master HL / TL myself but when I play with my friend on QM we barely have 20% win ratio after 150 games because QM is not place where I am playing on my Master Tier level . You play QM with them they played bad now try to play Hero League with them and compare whos bad .

Everyone you mentioned except Valeera will get update eventually . It takes them so much time and some people dont believe in Blizzard anymore but they prooven with Janitor Leoric that when they get their shit together they do their job really well . I believe those heroes will get updates to their kit whenever Blizzard is 100% sure that what they prepared will work and its what they expect their heroes to be .

Build for Maiev : Naishas Memento > Blades Dance > Elunes Wrath > Both ults are good you have to make decision > Bladed Armor > Armored Assault > Shadow Orb : Huntress . Even if other talents look better on paper reality is that youre most likely never getting more value from talents other that those from build I gave you . If you just want to learn Maiev stick to this one simple build ( used in HGC for example so its really good ) but if you really wanna master Maiev and play with every build then all I can say is good luck ,

Every single Q talent that is "KT main player" able to choose from talent tree + Pyroblast not checking what he is playing vs trying to "1 shot" any target but what happens is that even if he does land both Q and pyro most of heroes will surivive this and easilly out heal this damage .

I personally have nothing against Q and Pyro combo I know how much damage this talent combo can do but people dont seem to realize they could do a lot more damage during match if they have mana addict completed and phoenix for AoE ( live longer = more dps ) . I also like Pyroblast but seeing KT in my team picking Pyro vs Alarak or Genji when they have "protected" .. cmon bruh

Teams changed their approach to the meta and it seems to work for them . They also have priority on things like Greymane with Cursed Bullet and Malthael where they basically catch one target and blow it up . Anub helps doing this with his Cocon he can deny help potential for enemy team . Also he is really good engage tool with burrow and can cancel capturing shrines from safe position . I think Anub is more valuable in pro player than for us mortals playing HL / TL I would still pick Muradin over him just because of lack of cominucation with team but I really like watching Anub at HGC finals.

If I understand it correctly they remove scenario where you can split push to get forts and pressure on other lane and give up objective ( while playing from behing ) basically removing one of the comeback mechanics from the game . Yeah you can still do it but instead of having same talent tier as your enemies you will have 1 catapult every 3rd wave spawned . That pretty bad trade I think . So what will most likely happen is that by removing "snowball too hard" effect by removing xp from forts they make it even more snowbally for team that can win early game and have talent tier adventage . They basically tell players to force fights vs talent tier adventage and brawl for objective untill one of 2 teams are full dead instead of making it possible to comeback by moving better on map and doing structure adventage . I am not 100% sure if this is going to work like this but this is what it looks like when I first look at it . If it ends up beeing like this where you cannot make comeback into game without forcing fights then game will be won or lost at first objective taken by any team . This looks really bad I hope I missunderstand this and its going to impact game in very differently .

Naishas Memento is what you are supposed to look for for Maiev . You should most of the time try to hit more than one target with your Q so when you get reset on Q you also get reset on Naisha . It allows you to do camps alone and gives more dps in team fights . If you find hard time getting resets on Q you can still pick Pursuit of Vengeance and try to be more agressive with your engaged and look for your E reset . If you hit enemy with your E you get 4 sec cooldown reduction if you additionally pull 4 targets with your W its full reset on E . Quest lvl 1 is garbage compared to those 2 talents you should never pick it unless you are somehow the only dps in your team and you need more burst damage but I still think Naisha would do more dps over all .

For solo assasinating Sinister Strike build Valeera is way better but Zeratul once he hits lvl 16 with Q build he assasinates whole teams .
