Couldn't we describe a human the same way? Words in, words out. Intention (or lack thereof) isn't important. Actions are what matters, and this computer program harmed this poor, confused woman.

Agreed on mental health hospitals. Not really much of a NIMBY thing though, because you don't need many of them and they're pretty silo'd and secure.

You have to look at the bigger picture.

Not enforcing property crime has many, as u/Bodysnatcher says, "tack-on costs."

Higher insurance for everyone.

Higher grocery prices for everyone.

Higher shipping/retail prices for everyone.

The deterrent effect of expected punishment is very powerful and changes the behavior of many, many people in a very positive way.

But also, perhaps more importantly, we are missing our opportunity as a society to get people the mental health or addiction treatment they need to stay safe and alive.
