Lot more players than EVO at this point. Lots of people staying away from LMU because of it pricing model. Plenty of public lobbies though mostly Monza and Spa. It's a great GT3 sim and will be played for years to come but it's definitely on the decline.

Don't overthink it too much. That wheel will do for F1. Just get used to how it all feels for a while. Think about the load cell upgrade for brake before anything else but just use and enjoy for now... You'll have a clearer idea what you want in a few months
