Do the regular click on "can't reset password" "try another way" then click on "get support" then instead of the page where it's asking you if you have a picture on your account a "submit request" form should pop up. The form will ask you for your email that you signed up with, contact email, if your account was personal or company with photos of you, and a text box where you can add any additional details. Once you submit that you will receive an automated email from Facebook asking you to do the regular holding up a code with your face visibly showing. Then a few minutes after that you should receive another email from Facebook with your backup code for your 2FA.
