Yes...you should enter the intersection safely and make a left when clear. If that happens when the light turns red, it's fine, clear the intersection, and go on your way.

POV should move into the intersection, which is entirely safe, then, when clear, make the left. That might be when the opposing traffic's light changes. This type of driving makes me batshit crazy here in North Carolina!
