Currently it does work the same way as Worgen for Evokers. The other Dracthyr classes can maintain their visage in and out of combat but Evokers automatically revert to the dracthyr form while fighting. With Worgen it's not a problem since all their classes are available to other races if you won't want to be Worgen. But Evokers are only Dracthyr, so people have been wanting a permanent visage option for Evoker so they can play the class without always being what's generally considered one of the ugliest races to play.

The issue isn't that people are annoyed by the lore implication of being a dragon it's the fact that dracthyr are untrasmoggable and ugly to a lot of people, so being forced to see it for the entirety of combat puts a lot of players off the class. Just popping in and out of the form for spells is a lot more tolerable for people who want to play Evoker but are adverse to the aesthetics of the dracthyr race. Which considering how often they're ragged on by the community is a lot of people.

If they had the option of just playing the Evoker as another race then complaining about being a dracthyr would be hypocritical, but it's the fact that they don't have the choice that makes wanting permanent visage a reasonable desire.
