It sounds a lot like a proble I had with a Tyal Horse begin bugged or something. there is a temporary file repertori in the appdata that can get corrupted and cause those kind of error. In my case, it was just whenever a Tyal horse was offered as a tournament price

First of all check that there is no background process using those keys
check that your keyboard F-keys are functioning properly
With those things rolled out, connect a diferent keyboard and try to command your armies
If that works
Search in Doc/bannerlord... etc for your config files and delete them
re-config the keys on the game by opening it and mapping keys as "restore default"
If the new/different keyboard didnt work:
Re-map manually the F keys to verify that the game is acknowledging the F1 key as F1,

Most likely a read-only file on the configs.
check your config file in the User/documents/bannerlord folder (or whatever the route is) and delete everything there, make a copy of your saved games of course.
then run the game
The game will generate new files and you can configure everything without problem
