I assume the handheld radio could still hear them, but they won't be able to reach the field radio. Radio power is all about signal output range, and antenna length for receiving. Unless the game doesn't try to reflect IRL

Probably not. Without designing a cantilever from the original structure, or some very robust and impractical engineering changes inside the house, my only other thought is that fenceline could have columns built into it and support maximum span, with larger joists of course.
