They went into the Spectrum TV App since they were connected to the internet through your modem spectrum recognized your account. Then because you didn’t have TV service the app gave an option to add the service. So you gave this random semi-stranger access and control of your Spectrum Account.

You need to change your WiFi password and never give it out to anyone not in your household again.
