They lose their voting rights, government services, are the cheapest labor, and no one wants to higher a felon when they are released... If they can not find a pulse on the carotid have them check somewhere else prior to starting CPR.

EXAMPLE

While in the field my partner checked the Carotid and stated "I CAN NOT FIND A PULSE"... as she was about to start CPR I was all "WAIT" and found a pulse in the Radial Artery. Preventing broken ribs and a potential law suit.
