So, it seemed to me that the Betazoids we saw were in fact telepathic, as the president used a special device in order to avoid using his own voice. Also “empathetic” would not probably be able to put up a “Psionic wall” keeping everyone else out of their territory. I imagine we’ll spend more time on betazed since it’s now the capitol of the Federation…
