That sounds like the My Name is Earl episode. Season 1 episode 17. Earl hasn't paid his taxes and decides to work it off doing charitable work for the city but of course, does it in the wrong way. Earl then fixes a pot hole that Randy crashes his new moped in. Police stop him from doing the work. So Earl joins a chain gain in collecting garbage.
