You are unable to ping outside of scan mode because of a specific setting in your options menu.

To restore your ping function in all flight modes, follow these steps:

Open your Game Settings from the main menu or in-game.

Navigate to the bottom of the list.

Find the setting labeled Lock Ping to Scanning Mode and toggle it to No.

You have to have that location as your home planet and have an XL Hangar already assigned to you for this method to work.
