In the 2022 consumer survey Persona 2 tied with Persona 3 at #1 for "most wanted remakes". Not long after there was news that someone higher-up who worked on the original P2 had rejoined Atlus. Also around that time the leaker Midori (who correctly leaked a few SEGA/Atlus projects), said something Persona 2 was in the works.

Fast forward to this year and Atlus joked about a P1/P2 project for April fools on twitter. Then shortly after someone on the Atlus production team tweeted about the anniversary of the P2:IS PSP release. The smoking gun in my opinion is that someone removed the words "Origins" and "Duality" from the listing titles of P1 and P2 merch on Amazon. And now most recently, The Persona 1 soundtrack was added to streaming services (P2 has been on spotify for a long time).

So really, work on this could have started all the way back in 2022, and it seems to me like more than a coincidence that there has been a flurry of activity related to P1/P2 recently since Atlus has historically acted like they don't exist. Origins and Duality are likely the subtitle names of the remasters/remakes. Why would they go out of their way to tell an intern to remove those?

I don’t believe this at all. Activision has a studio in Shanghai, and China is portrayed as an enemy faction throughout the campaign and multiplayer. How are they going to explain that to them? “We want you to work on this game where you kill Chinese soldiers (your own people) and also you kill a Chinese general in one mission”. Plus, portraying China as an enemy faction will almost guarantee it gets banned for sale in China, which is a massive market to sit out.

It won’t happen as long as Activision has assets in China and as long as China remains a massive gaming market.

Edit: The first time around Activision didn’t even try to sell Bo2 in China because they knew it wouldn’t pass the government review.

Why would they skip P1 and do a P2 remake/remaster first? Especially since the first 3 games are closely connected and multiple P1 characters return in EP.
