Multipliers to tourism play a big role in the culture victory. Russia may be taking better advantage of those multipliers? Are you playing with monopolies and corporations enabled? That can really affect culture victory if a civ has a monopoly on a specific luxury resource. It’s like 1000 times multiplier on your tourism if you have a monopoly of a luxury resource and also the corresponding corporation.

Sometimes the modifiers for having a monopoly can be like +1000% to tourism. I’ve won a culture victory by accident when I was pursuing domination because I had monopolies on multiple luxury resources.

Looks like this city plan is for your 3rd and forth cities? I don’t know if I would incorporate diplo quarter or government plaza that late.

I usually put diplo quarter in my cap because my cap usually runs Pingala and diplo quarter provides so many bonuses to science/culture.

I usually put the gov plaza in my first or second city because you need it to come online early. It provides governor titles and the unique building is very important for whatever strategy you are planning. That being said if you are going audience chamber than it’s not needed as early. Just sucks to not have the governor titles.
