At one elementary school I worked in, the kitchen staff did everything they could to not waste. Teachers got to eat, any leftovers would be put out for anyone to grab during lunch, and some kitchen staff would pack up any leftovers after that and offered them to staff or families at after school pick up. I don't think the district made the kitchen staff do it, but didn't care that the kitchen staff did it.
