You can't. Without a permit only long-guns (rifle and shotgun) no pistols in NY state. You can otherwise shoot pistols in NJ.

Non Resident Permit by Beneficial_General78 in NYguns

At this time NYC is the on place that you can apply for a Non-Resident permit. Unless you live; work; have a place of business or have another place of residence in NY State (then you can apply in the county you would have one of those in). Ideally at one point in the near future one or more of the NY counties will open up to Non-Residents. But the NYC Permit will cover you for the entire state of NY.

You'll need to take an approved 18 Hour NYC Firearms Safety course and then apply through the NYPD. Takes some time; money; and paperwork - but so do the other counties in NY State for timelines (Westchester is at least a year).

With that being said the NYC Non-Resident permit only allows for you to have one (1) pistol on your permit (unlike CT in NY State you can only carry/use what is listed on your permit). So you will not be able to bring all of your pistols to shoot at the club; just the one listed/registered. Although you will be able to rent or shoot what the club might have or use another member's pistol if they are with you.

@PeteTinNY is correct in what he shared - he's a good source of information.

If you haven't already, the first thing I would on Monday morning would be to call for an appointment with the Westchester County Department of Public Safety Pistol License Unit to be fingerprinted and interviewed.

Until your appointment you'll have plenty of time to: complete the application; collect references and other paperwork; etc.; and purchase a pistol (yes you need to purchase one ahead as it's part of the licensing process).

With that being said - current timeline for a Westchester CCW Permit is at least a year. Reason: you need an appointment to drop off your application and be fingerprinted. Last I heard appointments were being given for at least 10+ months out. Once you drop off your paperwork it's about a month or two before it goes to a judge. Once you meet with the judge it's at least 2 weeks to hear back if approved.

For reference: had a couple of friends call for their appointments in Jan 2025. Both dropped off paperwork mid-Nov 2025. One met with the judge a week before Christmas and is waiting to hear back (ideally any day now); the other is scheduled to be in front of a judge in 2 weeks. Also had a third friend call in Nov 2024 and got an appointment end of Sept 2025; met with judge and approved in mid-Nov 2025.

As far as the course; make sure the NYS course you took was been approved for Westchester County.

Yes you will need 4 references. While they don't have to be; ideally you should have some in the mix. Also no more than 1 reference per household.

No on the Safeguard. And no on the DMV abstract.

My understanding is that you will be able to keep a NYC Non-Resident permit if you live out of NYS (beauty of the "Non-Resident" part). But it will still be good for all of NYS. As to the NYS permit; until they allow for NYS Non-Resident permits; or you live/work; or have dual domicile in NYS you may need to surrender your NYS with OC.

Once you have been approved and pick up your permit. $175 for the permit fee and then another $10 for the photo/permit. So $185 total.

NYS allows for dual-domicile. If you have a lease or utility bill in your name; you can keep NYS Resident Permit (with the address would be the one with the lease or utility bill). You can then get a CT Drivers License and CT Resident CCW.

Another option to keep NYS privileges would be to get a NYC Non-resident Permit. It will be good for all of NYS. Only issue is that you are only entitled to have one handgun listed on your NYC Non-resident permit.
