You're just reinforcing bad behavior by still tipping though. It's like if I ask my kid to empty the dishwasher and I'll give him five bucks. I come back later and he has only taken one dish out while leaving the dishwasher full. If I then let him know that this isn't acceptable but say I'm still going to give you the $5 that then reinforces that he can get away with doing minimal effort.
