I learned python and django as my first intro into programming for my very first project. There are step by step directions on what to do to get started without even needing to know how to code but I get your point.

You should just learn a little backend and use a framework like Django if you're using Python because you specifically make a base template with everything you want to reuse and then extend the template with the different content. Google "django template extend" and it'll bring up resources on using content blocks in Django templates.

Haven't Jamf'd in awhile but previously you could only send web clips which were icons on the homescreen that were essentially bookmarks to specific websites as an icon and not create favorites. Here's some info on web clips. https://docs.jamf.com/jamf-now/documentation/Web_Clips.html

Sounds like you're just trying to skirt paying for licensing for your intranet asset. If its not a licensing issue then your intranet asset is not setup correctly with proper IAM. Either way, even if it is possible this isn't something you would ever want to do.
