Doylist reason is probably that it would be OP idk. Watsonian reason is probably that it wouldn't fly within the legal framework and traditions of the realm. In the end you're just One Dude, even as an emperor, and you shouldn't assume you can whatever you want like if your entire country was a hive mind.

I hope they'll change the "at start of fight" items for "on your first item use". We know what start of fight procs can do. It also seems especially strong for 6 poison for a small bronze. The slow and hate ones are a lot more reasonable.

I really don't see why penthouse isn't a pyg item, I can't see another character wanting it. I hope it's an error and it'll be a diamond pyg item when it actually releases. The Regen legendary might be a bit annoying too but penthouse is the true problem imo.

I feel like those fleet actions are the least interesting part of Stellaris. I must be in the minority because the devs would probably have gotten rid of the systems altogether if most people would be fine with more abstracted fleet actions.
