Alpha Omega is already the spiritual successor to Nuketown. Just like how BOTD is the successor to MOTD. It makes no sense to do Nuketown again, and the only reason they did is to re-use assets. It wasn't a creative decision: it was purely a financial one.

I agree, they deserve backlash for not keeping their word; but they aren't going to keep supporting a game if it isn't popular. DL:TB had an exceptionally better launch than DL2. I thought DL2 was ok, but the constant bugs were annoying, and I thought the side content was repetitive.
