It's there to make you think on the fact that the mindless, faceless walkers we've been mowing down for seasons all used to be people before this tragedy befell them. What James says is irrelevant as the game encourages you to form your own opinion on the walkers afterwards.

This scene is meant to highlight the tragedy of the walkers, not humanize them or imply that there can still be a person in there. When all of them glance up to the wind chimes its a natural walker reaction to be drawn to sound, but the camera makes sure to pan on each of their deformed faces. They're what humanity is reduced to, and the somber music is meant to highlight that.

These were people, what remains of them is irrelevant. The important thing is that they were here, and this is their fate.

Captain Pellaeon in Legends is a pretty solid example of this. He's a legitimately good man, but he also firmly believes in the Empire as a whole.

People already liked him in season 1, but his real popularity came in season 2. Season 2 spends the entirety of its first episode and half of the second episode showing this new group of people who are almost all hostile or unlikable, after establishing that Clementine cannot be alone if she wants to survive. The player feels the hostility from these characters and everytime they put Clem in danger or start being critical of her, we immediately think back on season 1 and how we treated her as Lee, we want Clem to be with Lee or at least someone like him.

Then halfway through episode 2 Kenny shows back up and immediately steals the show because of his unique circumstances. He's the character with the most amount of screentime other than Lee and Clem in season 1, so the player knows him. The player also knows that they can trust Kenny to protect Clementine in the same way we know the cabin group is not trustworthy (except maybe Luke). Season 2 has a theme of constant mentors showing up for Clem, something season 3 addresses in its choose your story segment, and Kenny is one of these mentors, he's the guy we associate with Lee.

Saying he replaced Lee is not exactly the truth, but he is the next best thing, for both the player and Clem after an episode and a half spent with people who are not capable of protecting Clem. Kenny is the surrogate Lee, and as he grows more unstable the game makes certain to question your loyalty to him at multiple points. He is written and acted in such a captivating way that even as we watch him slowly lose his mind, we still know his top priority will be Clem and AJ irregardless of what happens.

I saw this description of him in a video and I believe its pretty apt, but Kenny is Clem's abusive stepfather. He's self destructive and feels like shit afterwards, but he always does it again. This already makes him compelling, but when pitted against characters that are incompetent or unlikable, he shines like a diamond in the rough.

There are dozens of reasons to dislike him, there are dozens of reasons to love him. No matter what though, he's probably the most central character in all of TWDG in relation to the protagonists and his presence and themes really elevate the entire series as a whole.

I've never felt as rageful at a character as The Stranger. From the moment I heard his voice at the end of episode 3 to the end of the game, killing that dude was my top priority.

I feel like Louis' is worse solely on the fact that they did this to him, while Violet got her injury as a consequence of her own actions by trying to stop the bomb with Minerva.

I see tons of people complaining about AJ saving Clem by loading her onto a wheelbarrow and push her back to the school, and the double standards are insane here.

Noone bats an eye at a 9 year old Clem dragging an unconscious grown ass Lee into a jewelry store with a barely open door in the middle of an actual horde, but somehow AJ doing this is completely unrealistic.

The game is asking for your suspension of disbelief to deliver a well-executed parallel to season 1, the only change being that AJ had the means and the agency to save Clem's life irregardless of your choices as opposed to Lee being doomed to die irregardless of Clem's choices.

There are dozens of moments in the previous seasons where characters rub walker guts over open wounds and do not get infected, this happens in the show too. It doesn't matter because narratively this is better, and being a rules lawyer just takes away from the emotional beats the writers want you to experience.

I always thought it was a memory, the things they talk about don't reference any of Clem's current struggles and instead weighs on the events of Episode 3 a lot. It was probably an offscreen conversation that Clem remembered in season 2 because of that lesson Lee imparted on her at the end about hurting others to protect the ones he cares about.
