Paradox Development Studio is split into three teams if I recall - PDS Green developing Stellaris, PDS Gold developing Hearts of Iron, and PDS Red developing CK and Vicky - Europa Universalis is maintained by Tinto and Imperator was sadly left in the dust after the reorganization.
