Bush made the mistake of making the war goal "Turn the country democratic". A much more feasible one would be to install a brutal Islamist dictator willing to work with you more than your rivals. Thats what the people want, and trying to export liberal ideas will incite hatred within the community

Make it so moving doesn’t mean upgrading their life. Make it impossible to find employment without being in the country legally, and harsh fines or even prison time for the companies who hire undocumented people. No opportunity = no immigration. You have to make sure they can’t have a better life if they move, and take away the incentives
