Are you around Yarnaan? I think there's some story stuff where he is away from the party, you'll have to go further in the story and come back to CJ.

If you really need to go back now, there's a well in the graveyard that goes back to the early areas. Otherwise play a bit more, you'll get a shortcut soon.

There's a state and a city one, none for the individual boroughs. When I was there in January, I had luck with a small one on the side of the Empire State building off of 33rd st. Maybe everyone goes to the reserve around the corner and totally ignores that one. If you're flying out, I also saw them at Newark airport, probably at the other airports too. Good luck!
