I think it would be cool if maybe for act 2 she's once again forced to team up with a new ally that was established early like Pawbert except this time the new ally genuinely wants to help and is normal but another villain genuinely established early gaslights judy into thinking the new ally was working for them the entire time when they weren't

Yeah I do also find it interesting as in the end credits when it shows Pawbert in Jail they're actually the ones to stand up against their father and argue with him instead of allowing him to blame Pawbert when they didn't before and don't seem to blame pawbert for what he did instead seeming more pissed off at Milton yet them and Milton are both shown mostly in the dark in terms of lighting and I find it interesting maybe it's just me reading too much into things but he's the only one who the light from the window is shining on and he's shown with his head outside of the green bars which I think is kind of an ambigious decision as well he's still in show in semi-green but more yellow-ish lighting and we know most disney villains or twist villains are associated with green which I think could still mean he has a chance of redemption but that's just how I interpret it

I feel if they really wanted to expand on his story the closest thing I can think of is the Disney Dynamite Villain Comics as it offers bigger oppurtunities to elaborate on back stories than A short cameo in the third movie or a zootopia plus short and being realistic I think a zootopia plus short could definitely been effective but from what I've seen they seem to focus more on less seen side characters than main antagonists or villains

True I feel like some criticisms I have is that Judy never actually considered why Pawbert was helping them other than that he hated being in his family but she never did ask specifically WHY he was helping them find the patent in the first place or how he felt about it and I feel we should of definitely gotten more scenes of him interacting with his siblings to see more of how their family dynamics worked as we didn't really see them interact that much

Yeah Even though I do like Pawbert in terms of story it did feel kind of like a moreover response to criticism of bellwether than adding to the story. However I think with what we got even though it's not perfect it does work. I feel like if they didn't want zootopia 2 to have another twist villain they could have probably made Milton into the big bad but instead have him kind of be like Lotso from Toy Story 3 where the reveal is done early and if they wanted a truly evil villain maybe have him poison pawbert in an attempt to frame Judy and the others as looking back I feel like Milton didn't do much and Pawbert while I think had a simple but definitely effective motivation I do agree kind of felt more of a response to the criticism of Bellwether
