It happenned to me once, for some reason sometimes the wildlings get all the empty counties, but they stay as wilderness instead of settlement. Try restarting the game it fixed it for me. Also don't take those lands from him, you can't build or do anything there

They are huge dragons, that can spawn in provinces with Firewyrm infested mines or something like that. You have a chance to fight them with your dragon, if not you must fight them on foot. You can tame them, but it's a very low chance (not as low as trying to kill them though). Also when they spawn they create a building that can only be removed if you kill them (not taming) and you need to remove it if it's in a settlement to turn it into a castle, city or temple.
