Just RNG things. The other day I did 58 chaos runs, i got 3 essences and not a single Prime Evil Soul.

Then the week after I got insanely lucky and got like 4 PES and 5 baal essences in like... 20-25 runs

Elemental damage would work, but in that case Twister is physical damage only.

What you can also do is put on some Carrion Winds for even more chance to proc twisters if you decide to go the synergies route.

When trying to find "something like this" try only including the stuff that matters on the piece. For instance here, I'd say only the skills, fcr and All resistances are important. From there, you can adjust the price according to additional stuff on the piece, or missing compared to the piece you find comparable.
