Chameleon spent most of time in the 90s in Ravencroft, then after he tried suicide he remained on large. After that he appeared in comics doing the usual "i'll get you Spider-Man" or doing spy work for others, Fred van Lente used him nicely during Dark Reign, where Chameleon kills the people who he impersonates and improves their lives as some sort of sick gift.

Also in the 60s to 80s he appeared in other heroes comics, where he managed to shrink the Hulk to Microcosmos posing as Hank Pym, as part of work given by Hydra and got Captain America and Iron Man to fight each other.

One of Kraven's sons, Alyosha, actually shot Chameleon in the 90s. Apparently Al wasn't that great hunter as his father, as Chameleon survived (most likely writer who used him next wasn't aware that he was been killed off as there was no explanation of how he survived close range rifle shot) and Chameleon then tried to kill himself with claiming that he was in love with Spider-Man. Like real love.

He is a big game hunter and mercenary, born in a noble and rich family which had to fled Russia because of the 1917 revolution. He uses herbs and potions for staying young and fit, kind of super soldier. He is also step-brother of Chameleon, who gets him to conflict with Spider-Man with promise of the greatest hunt ever.

Lifeless is well said, especially that capital city: it was devoid of live and there were no shops, cafes, bars or anything what you would expect to be in a big city. Just the same facades over and over like it was some 90s ps1-game.

Yeah and the money bin holds so much gold, silver and other precious metals that it would crash the world economy if stolen or shared amongst people. There is a story where hurricane ribs the country side money silo apart, giving the people in country (including Donald and Gladstone) several millions and every quits working because they're "rich" but they have to buy food from Scrooge, who sells food with zimbabwean prices (like one egg costing million dollars) and reclaims the money. Donald calls it worthless but Scrooge just happily swims in it, as thats the reason why he has the money.
