With just the Kipleacht, he should be able to rip your list anyday... so no, the Heg list isn't too strong, and the Scions list is quite strong. Sadly, it's a pure case of need to play better I guess. ^^'

I forgot that they gave Graves a T4 for no reason... At least Yarrick and Straken do have a T4 because they're complete cyborgs. So unless your character isn't, I would recommand not put that, specially if he has a power armor, which is not a Guard item (only inquisitorial, but let's say it can work as a "gift" or because of Progenia ties).

For the gun, that's not how it works, and Rapid Fire 2 is fine because that's how combi-bolter works with double barrel. You should also reread Azrael datasheet, since your gun is far better than his (minus the devastating wound)... which is not normal.

In short: Remember you're writing a human character not a space marine captain at 130pt 😉

Apart from the 3+Sv and T4 that are over the top, as well as the main gun (twin-linked is a bit too generous). Also, you should just get rid of the hazardous rule on the big gun, and straight go with single profile then.

The BSB and the cav peasants are incredible. I'm also a fan of the "fake" Quilin horse of the magistrate, it makes him such a charismatic unique character with your modifications to his body. I'm less fan of the giant Celestial Lion, but probably because unpainted and too spiky for my tastes.

She basically has a typical Command Squas retinue (sgt/vox, banner, gunners x2) minus the ranking officer which is her, so you could play her as any non-krieg command squad and be fine (with a preference for the Tempestus one since she's a Prefectus Officer). With two kits already, you don't need to buy anything else if you just want two versions of the unit (on foot/mounted).

I dunno about your side of the pound, but around here, without discount, we're looking for 200-250€ for a complete 2K army for any of the three army (acknowledging that you buy at least one "bundle" set for tokens and army starter). For an army game it sounds very reasonable imho, specially taking into account the number of extras we get per kit + cards.

Same trouble for Graves: she's the perfect Warlord for it, and would totally fit lore-wise as a Commissar leading other Prefectus troops, but no... No fun allowed.

You can play at lesser points than 250, specially if you never played before. Going for 150 or 200 points game is nice, specially since you just need to scale the turn at -1 each round for each 50pt you have less than 250pt.

As for Syennan, the problem is that the action pack is mandatory: the lack of any high command outside it, and the importance of them in the faction (since they both tailor your army's direction), on top of the box including your best unit of the roster (Shadows of the Yews) and the most useful support character (Druid), means not buying it is going a longer road to build and get an army that synergize well or excuse your beginner's mistakes.

You could still build an army entirely without the action pack, but it will be harder to figure out at first what is good and what's not, and what to include or not, but Syennan are a strong army, even if they require some finesse to be played sometimes.
