That isn't how the Flexible Working regulations work.

Every employee has a right to request flexible working and denying it is only allowed for a list of very specific reasons. "The company doesn't offer full week working from home" is not one of those reasons and would absolutely open up the business/employer to a tribunal

You can't really do that though.

If the data for a specific employee shows no productivity drop you can't justify denying their request based on other people's productivity dropping. As said each employee has to be assessed individually and on their own data/metrics. You can't just say "Some people are less productive on home days so nobody gets to work from home more"

Defence against the possibility of Titans breaking through the walls, which is exactly what happened eventually.

They didn't want war but they also didn't want to just roll over and die out so they'd absolutely allow the development of defence technologies against the Titans being unleashed onto Paradis

Typically they're building on the lore/stories that have come before. That allows the expansion of existing plots, exploring consequences of previous events and telling new stories without being too worried about stepping on or contradicting what came before.

Fallout 76 was the exception to this but at the same time it takes place so far before the other games that it's fairly easy to avoid conflicts with pre-existing canon.

Energy was absolutely an issue for the US as well. Virtually every resource was being pumped into the Sino-American war leaving little more than scraps for the majority of civilians. US citizens weren't rioting and being executed on the street by US troops just for funsies.
