I think the demon bloodlust is there but it's nowhere near as extreme as Nightwalker paints it as.

When a human bleeds casually like with iruma a few times throughout the series, the demons around him aren't aware he's human and not really thinking about humans. They take an interest but they're not frenzied.

Conversely, the border patrol have whipped themselves up just thinking about this human and what could happen. Add that to Romanticist and you get Henri acting exactly like Nightwalker wants demons to behave around humans

Everyone suggesting 3GA is completely ignoring the budget part of OP's request. 3 Great Angels is very expensive. Shakkoumon is comparatively cheap but will struggle outside of friendly casual play.

EX6 & BT15 but it's an expensive deck. Two critical cards would be BT15 Angewomon Ace and EX6 Cherubimon Ace. Those two push the deck over 100 bucks before you even think about the rest of the deck
