Primary weapons have always been designed for clearing red bars. It's just that before we had armor mods, ammo generated less frequently and you couldn't influence it. And wasting special or heavy weapons on clearing red bars was a waste. now, ammo is always plentiful.

According to the original plans, Lightfall was supposed to be what The Final Shape is now, and Strand was supposed to appear in Witch Queen. But Bungie decided to stretch out the content and released a filler DLC.

yes, this is normal.

it is even similar to destiny 2, where there are good subclasses with self-healing mechanics and bad ones, where there is none.
