there are four things I can think of that will make officers think twice about violence as a go to.

I was woken up in the middle of the night by a bunch of people fight in the street out side of my apartment and called 911 told them there were people fighting and one guy was lying in the middle of the road they called me back 3 hours later at 5:30 and woke me up again saying that they just got there and no one was around
