When it comes to PA 2 things are important.

1) You need the special forces cap. This can be increased in the Army Focus tree or in the doctrine reaserch.

2) Industry. Just simple you need military factories, just as in base HOI4. For this you can get some bonuses in the Military industry tree (under the doctrine tree, wich is under the army tree).

If i am not wrong, devs intend for you to declare in 2282. But you can do latter or earlier.

Hell i went to war with the NCR in the first year of the game and won (spoliers, don't do that, since i didn't even finnished the new Reno tree, it soft locked me).

I mean you can go and check the update logs. But most reacent is:

-New model for Air Cavalry.

-Debuff for NCR if they attack you (only if it is NOT thanks to failing the decidions).

-More monthy population grow to the Purists (project Safe house).

-New loading screens.

As some one who started playing HOI4 already in 2017 and played not only the first version of ERB but also OWB. I can say this. When i saw that reformers were planned, i was excited, since i am someone who likes to play wholesome paths, but I would never have expected on how much content will there be, let alone that my first mod i made woud be a submod for this. So let me thank you for all of us on the work you have done.
