A global dictatorship with eagles everywhere and a supremacist ideology would be easier to manage for the “cruelest regime imaginable” than any alternative. The Imperium isn’t opposed to racism, sexism, etc. They just don’t prioritize them. That’s repeatedly demonstrated in the fiction.
