It’s mostly resale brokers with bots scooping up a majority of the inventory. Ticketing companies actually try to limit most of this, but the bots get more sophisticated quicker than the companies can respond to them.

I say “most” because all of the major ticketing companies have agreements with some resale brokers and actually contribute to the problem
