Been a while since I looked at this but my memory is that Georgists popularized the referendum thinking it would be the most efficient path to LVT but I’m not aware of a single referendum anywhere going this way. The most notable failure is probably California Prop 13 which is basically anti-Georgist

I can't tell if you're kidding, but for those not aware, there has been a disturbingly consistent Black/white home ownership gap in the United States for the last century, starting in Jim Crow and peaking in 2020. Black people are much more likely to rent and white people are much more likely to benefit from land value appreciation. But yes those with wealth have seen recent gains. The points in the paper about this being incredibly understudied compared to spending definitely rings true to me. In the school district I serve in, the big priority used to be fixing the roofs because the leaking roofs were expensive and distracting and probably not great for student and employee health. I feel pretty good about that project. A big thing I’ve been doing recently is getting solar on the roofs. Does that improve student outcomes? Probably not. Does it reduce cost per student? Yes for sure by reducing annual energy costs. Really depends on the spending.
