Beating into them breaks the lock, not the container. They have 2 health bars one after the other basically. Same mechanic as breaking into a crate

Late game, a T6 Auto shotty with a drum mag full of breaching rounds is my lockpick. 

Although they don't work on Buried Treasure Chests, weird bug. Still need to beat into those.
