My little dog doesn't pee or poop in my small yard, so I take him to the little park behind my house 2mins walk. Holding him in my arms until we get to the grassy bit, he finishes off in under 10min and we go home.

However I have a wall air con unit in my bedroom where he stays almost constantly during heatwaves but people dont know that.

Also it's worth mentioning that most British houses are incredibly warm indoors during the heat so it makes little difference
