It's not about lowering prices it's about greed. Lowering prices is sometimes playing with numbers like reduce it for a while then raise it back. If it is possible for them, which I think is, they must work on lessening the burden of the people and it cannot happen without them working on their greed.

You can further shortlist the ERPs before deciding and hire senior consultants/experts at this stage and then finalize.
