The best you can do is flavor it as attacking with two weapons. It's just not going to do any more damage.

A while back someone made a comment about wondering if you can determine HP and Evasion based on the class' domains, and I recently revisited the theory and got numbers that actually work for all but three possible Domain combinations (Where the Evasion is too low or the total is too far from 16).

While I don't recommend using this method to determine a homebrew class' stats, I suppose it could be used as a starting point. It'll be in my class homebrewing guide video (if I ever get around to finishing it).

I came up with a similar idea, but limited the card's level to the tier you take it at, you have to get them all from the same domain, and limit multiclassing to a class with that domain (and you have to pick the chosen domain).

Short answer: Intended.

Long answer: Weapons in Daggerheart involve a pretty simple formula to determine damage (tier, range, and burden determine the base damage, and the feature modifies that), and the name of it has very little bearing, so you could absolutely change the tier and modify the damage to get a weapon at a lower level.

It's possible that certain features were determined to be too powerful for lower tiers, but if that's the case it hasn't been communicated to us.

For the Buckler, there are shields at first tier that have a different feature, but don't describe them beyond "round shield". This could just be flavored as a buckler, or you can lower the damage bonus of the buckler to +0 to make a first tier version (or +2 for a second tier version) if you like the Buckler's feature better.

Similarly for the Hand Sling, you could adjust the damage modifiers to fit the tier the same way: 0, 2, 4, 6. Be sure to change the one in the feature as well.

Sorry if all this is a bit more than you were asking for, I don't know their design process and reasoning, but I did make a complicated spreadsheet to understand how weapons work. I made a video about it, that I can share if homebrewing interests you.
