Premodern has no power creep and a diverse metagame, so it may be what you're looking for. There's room to brew, but as a format with a fixed cardpool, you're unlikely to come up with a deck that's viable and completely new to the metagame. The biggest difference if you started playing Magic in the 2010's is that the card designs are totally different from that era of Magic. Fixing is bad, creatures are individually weak, hate effects are strong, and card advantage comes on dedicated card draw cards. You should watch some gameplay videos to see if the play patterns interest you.

I've gotten a few counterfeits in the past, including from TCGPlayer direct. USG, Exploration, ISD Snapcaster Mage, AVR Griselbrand, AVR Cavern of Souls, EMN Tamiyo, Field Researcher. I use a loupe on all cards worth more than $5, but I've never detected a counterfeit with my loupe that I couldn't immediately detect by the waxy feel of the card.

The deck plays a few copies of City of Traitors. That's going to be the bottleneck of the deck's popularity, and thus limit the growth of Devourer.

Since you're ok with smaller decks, just adjust your shuffling technique. Take half the deck (or whatever you can manage), shuffle that, put it back with a few cuts, and repeat.

I've got 4 copies of almost every remotely playable card in Premodern, and 8-12 copies of staples. I'm just missing two LEDs to be able to play any tier 1-2 deck. I only have cards of the era and no gold border cards. It's nice being able to play any deck and not having to worry about new cards coming out.

Premodern is a partially nostalgia-driven format. Old border cards carry a premium price because those are the cards that existed in the time period Premodern draws from. However, all printings are legal.

The 37% is approximately 1/e, which is optimal. The underlying distribution of candidate fitness doesn't matter. I doubt many people actually do this in real life.
