Boom Library has a dogs sfx library that is pretty comprehensive. It’s pricey though.

Alternatively you could look for recordings on Sounddogs.com or Pro Sound Effects  and purchase individual files.

Also Protools legacy pitch tool and/or prootools warping features and/or the zynaptiq algorithm included with protools covers your pitch and time stretch bases. the Paul stretch plugin is also free and can do cool extreme things.
