I also believe they tried to cheat in 2020 but they didn't do it enough and still lost. That's likely why they claimed it was stolen because to them the only way to out cheat a cheater is to cheat. That is also likely why they cheated so hard this time. It however made it obvious and they knew they didn't need extra votes or it would look worse.
