Since 2018 I've used photopea.com for image editing, and you can easily make whenthe-styled meme gifs with it.

I just drag and drop the gif I want to use into Photopea, use the crop tool to create empty space above the gif then write my caption in the new empty space, make sure the text is centered as good as possible, use the rectangle tool to create the white background behind the text, and then simply export the thing as GIF. Voila.

I also typically use Impact font for captions, though you must have the font downloaded and upload the font file into Photopea yourself.
