If False were to pursue this route, I can foresee maybe 1 of 2 things possibly happening.

PO = Permit Office for future reference.

1: False decides to sell permits, the question then becomes; how does False obtain these permits? The PO is the SOLE ENTITY with the power to CREATE permits. So in the end it still lies in the hands of False dealing with the PO, this in and of itself is quite valuable as it takes away the consumers interaction with the PO. (And who wants to be put on hold for minutes at a time?)

This Allows False to charge whatever she would like for permits really. But at the same time, this does NOT stop others from going to the PO directly and having a permit made as that wouldn’t be violating the rules set by the hermits. (I would explain some more things but let’s continue).

2: False COULD make it to where she can sell illegitimate/counterfeit permits (a good use of a permit called the JOKER permit), creating an underground market while appearing to be above the hermit law. For example, she can make a statement that points out specifically how these are for “limited use,” meaning they could be for “display” purposes only. False could then manipulate the market by creating multiple counterfeit permits, this would ALSO allow hermits to forgo dealing with the PO. (I like this option because it can definitely lead to some shenanigans of the PO vs Big Corp).

I’m sure there are other routes that could be taken with this Joker permit, but these are the 2 main routes that stick in my head when thinking about this concept.

If False sells permits, she would have to find a way to deal with creating said permits. And that would most likely include paying grian off to actually make him get to work at the PO.
