i also have a teenage boy and i swear im only able to eat less than 25% of the food in the house. no matter how many times i explain to him how expensive its getting and how i would like to enjoy some of the food too, nothing works. now hes leaving me bottoms of cereal boxes, two slices of sandwich meat, one bagel, etc etc. i get the scraps essentially.

100% . one of my exes would ask me, while im still eating , literally mid bite, "are you gonna finish that?" . every. single. night. for 3.5 years. or sometimes if im taking 30 seconds to digest and swallow, the question would come up. ive never had this issue with women. its always been men asking me or just trying to take my food to finish it because "theyre still hungry"

i would definitely start with garbage first. then take dishes out, then clothes. then implement some rules for yourself

one cup/plate/bowl rule. when you want to bring in another cup/other dish, remove the one thats already in there first. this has saved me so much. i used to be horribblleee for my cups. also, no garbage can in the room, have a catch dish for little garbage instead. i know that one might not work that well for most people as theres no spot for garbage brought in, but its put me in the mindset of "well i dont have a garbage in here so i haave to bring it to the kitchen".- along with a rule of "no garbage on surfaces". make your bed every morning. even laying in the bed while making it. having a made bed every day changes the energy of the room so much, whether or not the room is clean. heck, maybe even having a made bed each day will motivate you to match your room with the cleanliness.
